WHEELCHAIR users have been waiting a long time for the bus. While buses with wheelchair lifts on their back doors are becoming commonplace in municipal systems around the country, they are almost nonexistent in the fleets of Greyhound and other major bus companies. But now lift buses may be on the way for intercity travel, a result of the sweeping 1990 civil rights law called the Americans With Disabilities Act.
