This Memorandum of Understanding (MoU) sets out how the monitoring and enforcement of the Public Sector (Websites and Mobile Applications) (No.2) Accessibility Regulations 2018 will operate.

The Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 came into force on 23 September 2018.
The regulations require public sector bodies to make their websites and mobile apps more accessible by making them perceivable, operable, understandable and robust.
The MoU was agreed by the Government Digital Service, the Equality and Human Rights Commission, the Equality Commission for Northern Ireland and the Equality Advisory and Support Service. The MoU includes:
- how monitoring and enforcement processes will operate
- the monitoring and enforcement bodies’ responsibilities
- the complaint process if a user identifies an accessibility issue on a public sector website or app
